The most comprehensive, but also the later: it is the strength and weakness of the annual real estate market drawn up by notaries. Unveiled Thursday morning, it strengthens the contours of the market in 2011, as has been described by most professional.

First confirmation: the record number of transactions (837,000 in 2006) was beaten with 858,200 transactions in France (710,000 and 148,200 in the provinces in the Ile-de-France). Extraordinary figures boosted by the PTZ +, low rates and the effect of capital gains those wanting to sell before the tax change.

Regarding prices, the existing apartments has increased on average by 6.5% year on year across the country with peaks at 9% in cities such as Lyon or Bordeaux. Notaries are, however, that the rates showed a slight decline since the fourth quarter.

As for old houses, the increase was 2.1% in France with a more pronounced jump in the Ile-de-France (+5.7%) than in the provinces (1.3%). Again prices are trending down since October 2011 (-1.3% over the quarter).

Notaries cautious for 2012

This assessment also helps wring the neck of a preconceived idea: purchases by foreigners does nothing to explain the rate increase. The proportion of transactions by foreigners is only 5.3% in 2011 and this figure "is stable for several years," reveals the notaries.

However, statistics notary confirms that younger people are increasingly excluded from homeownership. Thus, for existing homes, the share of buyers under 30 years increased from 18.3% in 2010 to 16.6% in 2011. This figure continues to decline since 2008. Only the north and east of France still seem accessible to these age groups. By cons, the transactions made by more than 60 years continue, they move forward. More than ever attracted by the safe haven of real estate, buyers seniors increased from 12.5% in 2010 to 14.5% last year.

About the game predictions for 2012, notaries are more cautious than ever. If they announced without much risk of error that the volume of sales expected to decline in 2012 in the former as in the new, they make no reference to range in price developments. They just remember that the expected trend "would be the best stability of the favorite places in Paris and most dynamic cities." Moreover, the drop should be at an appointment and to continue in 2013 "but in a less clear than that found in the hole estate of 2008/2009."

The company's ready-to-wear founded in 1973, purchased by Edmond Cohen in 1990, and renamed to Fursac, is hosting a new shareholder. The Building Fund and Business Development (EDCF), funded by the ISPs, major banks and insurers French, takes 28% stake by bringing Fursac of 11 million euros. Five million are on loan from LCL and OSEO.

Objective: To help the company with 100 employees, attached to a European clothing and fabrics 100% Italian, find a new impetus. The company, which has nine stores in France, wants to open 25 within five years, in Hexagon, but also in Brussels, Luxembourg, Geneva and London. She hopes to double its turnover, which reached 23 million euros last year, up 20% compared to 2010.

Of Fursac, which had its heyday in the 1980s comeback. In 2006, the company was placed under administration, having invested heavily to rejuvenate its image and move upmarket. She then lost in the Galeries Lafayette locations of province, and its sales had fallen below 15 million euros. A dark period forgotten.

"This long-term strategy has been slow to develop, but has proven successful," said Benoit Sellam, the EDCF. Worn by Harry Roselmack, Tony Parker, Thierry Henry and Gad Elmaleh, costumes Fursac, sold 600 euros on average, younger. They represent 60% of sales, accessories and casual wear have grown. Above all, the company returned to profitability and has virtually no debt.

17 billion euros in investments, 164,000 jobs directly and 97,000 indirectly. Which to house the mammoth project? Madrid against Barcelona: the contenders are the most powerful cities of Spain … and two eternal rivals, in politics as on the football field.

A funny clásico, fanned by a singular trophy: the U.S. company Las Vegas Sands wants to establish in Spain's largest casino complex on the Old Continent. "Eurovegas" must be the European version of the world capital of the game Six casinos, 36,000 hotel rooms, three golf courses, a 15,000-seat auditorium

.

The figures, astronomical, are salivating entrepreneurs and politicians, while the country is mired in negative growth and an unemployment rate near 23%. The real estate engine "miracle" Spanish is down. Regions and municipalities in crisis seek relays create jobs and tax revenue.

In desperation, local politicians are suitable for all investors games. Left to take a project still vague for a real growth driver. Leaves to forget that five years ago, a similar idea had generated the same enthusiasm in Aragon, before developers do not suddenly reverse.

Barcelona or Madrid? Sheldon Adelson, owner of Las Vegas Sands, hesitates. After a year of study and 7.6 million euros spent, however, the decision must fall rapidly before the summer, the billionaire promises.

Rebates and exemptions

His communications director, Ron Reese, said the two cities "are tied." The project, said Reese, who will go to that show the more "flexible". The list of requirements is long Adelson as a letter to Santa. His company is seeking exemptions from social contributions and tax rebates. She wants the standards against money laundering to be relaxed to facilitate, she said, remittances players. Besides other applications wackiest, like creating a MBA in the gaming industry, or the lifting of the ban on smoking in rooms.

These requirements seem exorbitant to upset any politician. In Barcelona, we recall that the project needs to attract 11 million visitors. "Quality tourism" believes the President of Catalonia, Artur Mas.

In Madrid, the figure of 260,000 jobs dizzy: it represents half the number of unemployed in the region. The president of the autonomous government, Esperanza Aguirre, has promised to make "all necessary legal modifications, as they do not violate [its] principles."

Demonstration in Madrid

Thousands of people rallied Sunday in the streets of Madrid to the appeal of unions, against labor reform implemented by the government the right to fight against unemployment, the mobilization test before a general strike scheduled for March 29.

The two main Spanish unions, UGT and CCOO, have called for demonstrations in 60 cities in Spain, to protest a reform they deem "unfair and ineffective" and "defense of public services".

Carrying red flags and placards with the words "no budget cuts", "No to social regression", shouting "we will not pay their debts with health and education", thousands of protesters stormed the center Madrid.

The Conservative government of Mariano Rajoy adopted on February 11 for further reform of labor market flexibility, including lower redundancy payments and measures to stimulate youth employment.

General Motors and PSA Peugeot Citroen gradually reveal the content of their historic alliance, which is reminiscent of that between Renault and Japan's Nissan. If such comparisons seem indispensable for international car manufacturers, as the competition is tough, what about in terms of French jobs? "Better buy a Toyota Yaris produced in France, a Renault Dacia produced in Romania," Nicolas Sarkozy launched late January, as an example of the preference to "Made in France" to boost employment in France.
Record! Go Sport last year recorded the largest net loss in its history. At 20 million, the third largest sportswear in France is worse than in 2008, when he posted 15.9 million euros loss. Since 2004, Go Sport, owned 72.9% by Rally, has accumulated losses of 73.6 million. The group experienced only a year in profits (12.9 million in 2007), with a gain of 23.1 million euros on the sale of the store premises.

Despite these cons-performance rehearsal, Rally is also a shareholder qu'endurant persevering. The company controlled by Jean-Charles Naouri, also main shareholder of Casino, has decided to guarantee a capital increase of EUR 30 million for group Go Sport, scheduled for the second quarter.

"It is a sign of confidence and support of our principal shareholder, welcomes François Neukirch, group managing director, who also holds the Courir. This will allow us to strengthen our financial structure and to give ourselves margin for maneuver? THEREFOR. "

2011 was a bad year for Go Sport, who missed both the January sales, the summer season and the winter, "because of unfavorable weather conditions," says François Neukirch. During these periods, sales of Go Sport France fell by 10%. Over the full year, those seasonal items (skis, anoraks, bathing suits?), Higher margin, plunged by more than 30% Same day payday loans.

Good start to the year 2012

"It is a paradoxical year, said François Neukirch, because we also had great commercial success. Footwear sales rose 5%, and those of non-seasonal fabrics of 3%. "Above all, the new store concepts and Go Sport Racing give satisfaction to its leaders. Part, the amount of which is kept secret, the 30 million euros raised on the stock market is also devoted to home improvement stores.

The group's leaders want to believe that the disappointments of last year are due only to the injustice of climate, and do not intend to change strategy. They stress that since January, sales of Go Sport show a double-digit growth, as if the weather was trying to redeem himself?

Asked about the prospects of return to equilibrium, François Neukirch stated that "the sooner the better." A view shared by patients shareholders. Darty, which owns 12.1% stake in the group, will announce its decision whether to participate in the capital increase on the occasion of the General Meeting of April 20.

Wolfgang Schäuble has opened the way for the adoption, on Monday, a second plan with the European Union and the International Monetary Fund, amounting to 130 billion euros. But it is not private to lecture on the Greek government, while ensuring the Greek people of his compassion for the conservation measures that strike.

According to the Süddeutsche Zeitung, the idea of establishing an escrow account for the interest payments on Greek debt, which was the German Government, should be held tonight in Brussels by the finance ministers of the euro area. Unlike that of a commissioner to oversee the implementation of rigor, to which Germany has given up against the outcry. However, in an internal report, the German Ministry of Economy casts a very negative effect on the progress of reforms in Greece and openly doubt it will be able to avoid bankruptcy. This will certainly complicate the ratification of the new aid plan by the Bundestag, scheduled for February 27.

Critical or pessimistic statements of German officials on the situation of the country have moved the Greeks and sharpened their sense of being imposed a European tutelage. Greek President Karolos Papoulias has himself condemned what he thought of "teasing" the German finance minister's struggle to stay in Athens for the euro area no fax payday loans.

"In front of aid, there is always someone who wants to get help, found Wolfgang Schäuble. We remain available for some time to help the Ministry of Finance officials to build a Greek tax system efficient. So far the offer has not been entered. "

"Compassion"

The German minister, who had been strongly criticized in Athens after claiming he had "serious doubts" about the validity of elections in April in Greece, he assured "sympathize" with the Greeks. "The vast majority of those affected by the reforms and austerity measures – and let me express once more my great respect for them – are nothing to do with the slow pace of reforms, the loss of competitiveness or inefficient use of budgets in the past, "he says.

And remember that the Greek minimum wage will be at the future "at about the same level as in Spain."

Determined to help the growth, in this election year, Republicans abandoned their zeal for deficit reduction. While the campaign for parliamentary and presidential undertakes November, Republican leaders of the House of Representatives agreed to a compromise that will cost nearly $ 100 billion budget for the current year.

This is extended through December of reductions in social charges weighing chiefly on wages. Some 160 million Americans benefit from this gift, supposed to boost consumption and sustain growth to be too fragile by Barack Obama. The average American will have 80 dollars a month more.

Rise of Barack Obama in the polls

Since December the right wing of the Republican Party, very influential in the House, tried to package this as looking for savings of an equivalent amount elsewhere in the budget.

The Republican retreat is the rise of Barack Obama in the polls thanks to recent signs of improvement in the labor market. He campaigned on the urgency of reducing taxes on the middle classes, while wishing to increase taxes on the rich. Maintaining a budget deficit greater than 8% of GDP this year, and about 5.5% of GDP next year, do not seem to scare the Americans, or on Wall Street, which is found even at its highest in seven months.

Unemployment benefits reduced

The compromise that should be passed by Congress this week also provides a progressive shortening of the maximum period during which the unemployed can receive benefits. It will increase from 99 weeks to 73 weeks now by the end of the year.

The Republicans would rather reduce the period to 59 weeks. In yielding on this point, they got the cost of this measure is funded in part by an increase in pension contributions for federal employees. In addition, the Republicans give up a projected savings in health spending.

The electoral climate that prevails in Washington is so tense that it is likely that once the tax package passed no important legislation can not move forward until December. It was at that time, and after that we know of who emerges victorious in November elections, as important decisions will be taken to respect the timetable set last year in budget savings.

In an interview with Le Figaro magazine, the head of state said he hopes to hold a referendum on the rights and duties of the job seekers. In the future reform that calls for the compensation of the unemployed "is not an allowance is touched passively", but the consideration for the training that will follow. "After this training, which becomes mandatory, the unemployed will be required to accept the first offer of employment corresponding to the occupation for which he has been trained," said Nicolas Sarkozy.

Already, job seekers are subject to obligations of this type. Since the Act of 1 August 2008 on the Rights and Duties of job seekers, denial of training or a job offer is indeed punishable.

According to this text, the unemployed person establishes with his counselor that employment center called a "personal project of access to employment." Specifically, are reviewed the experience of the job seeker, the type of job he seeks, his training, salary expectations, geographic preferences … All this – updated every three months – to define the contents of the famous "reasonable job offer", also introduced by the 2008 Act, that the unemployed can not refuse more than twice.

"Mini-jobs"

In case of double unjustified refusal, the unemployed person is removed from lists of employment center. The penalty is two months, during which it does not affect unemployment benefits. The same penalty applies if not responding to a summons from the employment center or refuses to develop his personal project. In case of refusal of an offer of training, the radiation is reduced to a period of 15 days. In principle, the more time passes since registration at employment center, less the unemployed may be demanding, at least in the geographical and salary plans. After a year, only paid less than the amount of compensation may be denied.

This tightening of compensation has been implemented in many European countries since the early 1990s. Germany in particular, the reform called "Hartz IV", initiated by the Schröder government since 2002, reduced the duration of benefits for job seekers to a period of 12 months, and forces the unemployed to accept all types of employment, including "mini-jobs" low paid. According to a recent report, if this reform has clearly helped to reduce unemployment across the Rhine, it also helped to increase the share of part-time jobs and impoverishing an entire segment of the population.

Radiation

In France, however, radiation for refusing reasonable offers of employment are rare. First, because the job seeker sets himself the criteria of this reasonable offer. It can also, if he wishes not occupy this or that particular position, voluntarily miss a job interview … "It would be productive to force against job seekers to accept any offer, justify one employment center. They are not motivated, quickly find themselves the way of employment center, and businesses, for their part, would not want to use us. "

"In fact, the 2008 law has not really changed practices, confirms Tuchszirer Carole, a researcher at the Centre for Employment Studies (EEC). When she came into force, the economic crisis has changed the order of priorities, putting at the forefront of unemployment compensation, and making it more difficult proposition of job. "

Since the entry into force of the law, the number of administrative radiation has also not increased, however: last December, some 40,000 people have been de-listed employment center, against 50,000 in December 2007. Unemployed essentially excluded from compensation for failing presented at a meeting, rather than refusing an offer or training. As recalled by Nicolas Sarkozy in his interview with Le Figaro magazine, 75% of requests for training the unemployed are not met.

The U.S. stock markets have opened slightly lower Monday. In early trade, the Dow Jones ceded 0.17% to 12,132.64 points and the Nasdaq 0.23% to 2672.49 points. On Friday, the New York Stock Exchange ended in the green, driven by the hope of breakthroughs on the front of the crisis in the eurozone.

The events in Europe during the weekend still seem to dictate the evolution of Wall Street. Since the appointment of Lucas Papademos, former European Central Bank, to head the new Greek government was followed by that of the former European Commissioner Mario Monti as the new prime minister in Italy last night.
